Just divert it to an unused number.The person would keep trying ,trying and trying and finally give up but,he has another option of calling from another number or from a phone booth.

You call the cellular carrier and ask it to be blocked.

Cellphone providers usually provides call blocking features, to block local numbers or other mobile numbers, if you have it enabled on your post paid plan. Prepaid plans usually doesn't have this feature. __________________________ http://www.ringcentral.ca/

US Cellular WON'T do it, neither will ACS Alaska. I've had annoying callers bothering my daughter and can't do anything about it, and a persistent 'no answer' caller on my cell in AK. Can't get help with either. It's not like a land line, unfortunately.
