1. Yes, since its not only more feul efficient, but also less polluting. 2. $1300 is not really accurate since $700 is already on new cars, so it is actually an increase of $600.

I have to use a 4x4 truck or jeep most of the time so fuel efficient cars won't help me much.

Yeah $1300 isnt that much in long run, compared to petrol at the moment. It'd pay itself in no time!

My Civic already gets about 30mpg and I like driving it. Also has pretty good interior space. Not worth it to me.

if i were to keeping it 6 months no! if i intended to keep it several years yes.
