I think it is probably a bit of both... I don't agree with many of the ways they do things in American prisons full stop. It is too focused on dehumanisation and some kind of societal revenge than it is in the UK... although I am first to admit our system is far from perfect too. We don't really have leg chains and shackles in the UK - Never been a problem needing reform. Handcuffs are plenty, and more respectful. Especially in instances of going to Court where the defendent has not yet been proven guilty.

I think it most instances it is to shame the person. I no of one person in particular that they made wear them all the way through the trial, by the time she was done she had sores that where bleeding on her ankles. There was no reason to have them, I agree sometimes they are warranted when someone maybe shows signs of resistant or they may try and escape, but most of the time I feel they are excessive.

Last time I was in court (for a traffic ticket) they brought a guy out in shackles and I was shocked to see someone like that. But then the dude flipped out and tried to attack his own attorney. Some of these guys are so fucking crazy that they need to be restrained for their own good, as well as the safety of everyone around them.

I certainly do not agree with it for people on minor charges . Violent prisoners who may run it may be necessary but not the ordinary man with leg shackles.

I think if the person did something like a violent crime they should be shamed and treated however who cares, but if a nonviolent criminal like car thief or drug dealer for example is shackled that is ridiculous and I dont think it really for safety

I'd say for security reasons. Even someone who was arrested for a non-violent offense could be extremely hostile.

With the ever increasing number of people running around with an inflated sense of intitlement, it is good to take them down a peg with some public shame. This isn't to say that they aren't needed for security as well.
