Of course (same for priests, as well). However, I feel that the purpose of having another there is so more for the experience it allows than for the logistics of the ceremony. If you think about it, who would be able to tell you that you couldn't. However, if we're talking in terms of legality, said Wiccan priestess would have to make sure that she was licensed by her country and that it wasn't illegal in that country's laws.
