The answer is that it depends. The tribe of Joseph was sometime divided into the tribe of Manasseh and Ephraim. There are times when the author wants to refer to the twelve tribes including Judah. Then reference is made to the tribe of Joseph. Some times the tribe of Judah is excluded, for instance to number the tribes for war. In that case then reference is made to the tribes of Manasseh and Ephraim. There are times when the tribe of Dan is excluded. There are references to the tribes of Manasseh and Joseph as separate tribes, which would be Ephriam, which is Joseph minus Manasseh. So basically it is 11 plus one, two or three tribes depending on how you count.
