Why not just use OpenOffice (http://www.openoffice.org/) to create the document, then use its "Export As PDF" function to create the same document as a PDF file? That way you'd be able to change the document any time you needed to do so. If you have an existing PDF document, it shouldn't be too difficult to copy out the text and graphics, format them in OpenOffice to the same layout as the original PDF document, and then re-create a PDF document out of the new OpenOffice document. The best part about OpenOffice is that it is completely FREE (no "shareware" fees like with novaPDF), runs on Microsoft Windows operating systems, on Linux operating systems, on the Solaris operating system, and even on the Macintosh operating system.

If you do it right, you *can* do it with GIMP. It's a bit of a bear, but it can be done, and probably easier than in OO. Of course, GIMP can't save in PDF natively, but there are many, many "Print to PDF..." type things out there. Or you could just import what GIMP gives you onto different pages of an OO document and collate them that way. The only other "free" solution I can think of off the top of my head involves piracy...
