If people have already answered a duplicate question, then their answers will be transferred to the question asked by the first AB member. You will be provided with a link you can click on to go back to the duplicate questioner. If the duplicate question is asked and no one has answered it yet, then you will never know because it is taken out of play immediately. Happy Thursday! :)

That doesn't appear to be a user-flagged question. The only ones I know of who can give that type of flag/message would be staff moderators, or MAYBE CLs. User-flagged questions usually have to link to the dupe in the red header. I suggest you go to the question's page, scroll to the bottom, click FEEDBACK, and ask THEM (staff). They're the only ones who COULD answer this.
