That's when the brain fully matures for men. The brain fully matures for women at around 18-19.

If you're a guy it does:

A 3-year-old boy examined his testicles while taking a bath.?

"Mom", he asked, "Are these my brains?"?

    "Not yet," she replied.

Well, that is when men START to mature mentally, so I'm thinking that is not true.

A new study indicates that the brain of children at the age of 12 is pretty much developed. After this age, the brain is shown to slow down quite a bit. Researchers, who are studying the human brain, recruit healthy families. They have studied 500 families ranging in age from the new born to teenagers. Periodically, these subjects are given MRI scans of their brains. These scans are taken of these individuals from the time they are infants until they become teenagers. The subjects are also given a battery of tests which include IQ, language skills and memory. The research is funded by the National Institute of Health.

It has been noted that adolescent brain is still growing in certain areas. The region responsible for such things as impulse control and moral judgment is the last to mature. Sometimes this does not take place until the individual reaches the early 20's. This was discovered by the National Institute of Neurological Disorders and Stroke. Perhaps environment, how a child is brought up in his home life, makes the difference in such matters regarding impulse control and moral judgment.
The human brain is the most effective recognition machine in the world, easily outclassing all other animal species, and even computers. The mind can handle discrepancies in size, color, orientation, lighting conditions and other factors with tremendous ease, and can recognize an object within less than a second.

Not really. The ability of the brain doesn't come from the quantity of mass in it, but rather from the richness of the connections within. As you read, learn and live, you build richer connections, this goes on throughout life. If you are more active in your learning and experiences, you build substantially more richness, which is to say, your brain develops more ability (but not more mass).

I only know that brain-cells keep reproducing till you get alzheimer.
2 glasses of red wine or a fixed amount of marihiuana actually seems to enhance the growth. But that is all still hypothetical enough to not take serious.

I think so, this was a topic of study in my English class just a couple of weeks ago. A study said that age 25 is when the brain stops developing. That doesn't mean you can't learn new things. It just means it runs at optimal efficiency I believe. If it doesn't stop at 25 then wow when does it stop developing 50?LOL! I do think it does stop at 25. The study I read also said how the laws of this country allow teenagers to do certain things before their brain develops completely like drink at 21 and vote at 18 then drive at 16 and work a job at 16. All except car rental dealers who only allow people 25 and over to rent their vehicles. The study said that these rental companies have the only wise and logical age standard because at 25 the brain is mature enough to make wise and responsible decisions about driving their cars. Of course their are other studies that say the exact opposite to argue but I'd say age 25 is true. people that are a quite younger than 25 make pretty bad and stupid decisions in their lives. Like teen pregnancy, drunk driving, dropping out of high school, joining gangs, breaking the laws, and wreckless driving all seem to prove the point that age 25 is the maturation age of the human brain.
