No, I don't think so. It is a gift to let someone know you love them, even if it is not reciprocated. Unrequited love is a love never tried. You will always wonder what could have happened your whole life. I know, there is someone who I felt strongly about and never did take the risk. 20 years later, I still have a thing for him but he is with someone else.

Depends on the people. If they don't care about the relationship and both just wants to continue in that manner, more power to them.

Depends on the situation. If one or both people are in a serious relationship? Don't speak up. It's not just wrong, but it's disrespectful to Significant others involved. Otherwise it's up to the person. It is a little bit of a risk, becuase once in a while the person who doesn't feel that way will just get to freaked to want to stay friends, but that's uncommon, and isn't always permant.
