Yes. Punishments need to be stricter and better enforced. And grades need to actually count towards graduation from one grade to the next.

I don't believe in punishing the kids, they need to be taught discipline and it should be duly enforced. We desperately need a huge reorganization in the curricula, it is actually very poor. Parents must also remember they are the first ones that need to teach discipline and give good life examples to their kids. We can't simply dump the kids in school and expect the teachers to do it all while we sit pretty.
