    Hard to say. His OKing, and personally picking out the route, of the first transcontinental railroad sure did, in todays standards, a lot of harm to the environment. Western expansion, however, along with efforts to have the Confederacy rejoin the Union, may have been about as "green" as one could get in 1862.
