It was falling down a shaft and tumbling at the same time while fighting the most badass wizard in the world.
Perhaps:
1. It never got into a position to flap its wings?
2. The space was too narrow to fly?
3. Gandalf prevented it somehow?
4. He was too busy fighting to manage it?
Those are my best guesses.
Probably constipated. Balrogs were well known for a low fiber diet.
The ostrich has wings too.
Because Gandalf had ahold of it.

All good answers. Frankly, there is no way the damned thing could actually fly in our world. Too big and heavy to lift its own weight. But y'know, Middle Earth and all that magic you could come up with an explanation.
