them think the law was called by the neighbors to the north. (they don't get along) Don't get me wrong, this is an absolutely gorgeous animal that I'm sure is trainable. The owners are the problem!

Maybe there is something going on between 1-3 am that someone should find out about.

I think it would be more appreciated by the neighbors to be told by you than the police. What happens if the police come and their dog is not licensed or up-to-date on it's Rabies vaccination and they get a huge fine? They are going to be very angry and if you were worried about them hurting your dog before- WHEW, where do you think this is going to go now? Tell them and suggest a bark collar.

I'd start by finding out what your local laws are regarding such noise. I remember that back in San Diego, if the dog is IN your house it can bark. (I imagine that "the law" figures in this case, the owner's will be on the fist line of annoyance and do something about it!) But, if the dog is outside, then the owner can be cited for not stopping the incessant noise. As for myself, if I got along well with them, I'd probably go over and speak to them about it. NICELY... Something along the lines of, "I'm a bit concerned about your dog barking. Not everyone around her loves dogs as much as you and I do, and I remember another time that there was a problem like this and the people got cited and had to pay a big fine! I think the law says...(and share what you learned) Do you think it would help (Zoro) if you brought him in at night? Or maybe tried giving him a frozen, stuffed Kong to work on at night?" Try to offer a solution, instead of threats, create a third party (real or not) to shift blame on, empathize, (this must be a real frustration for you, he's such a beautiful, sweet dog, we enjoy knowing him, and you know how much we love dogs!) With any luck, they will respond in a positive way and be willing to consider one or more of your solutions. If they keep him outside because of a potty challenge, shoot me an email (my addy is on my profile) I'll send you a free copy of Potty 101 to print up and offer them. Nothing ventured, nothing gained...and calling the law right off of the bat, would piss me off a lot more than a kind neighbor expressing concern, showing they are "on my side" and offering to help me solve the problem. Of course, my dog sleeps on the bed, so she sleeps! (and serves as a dandy knee warmer when my knees act up!)

As others have said, talk to them directly first (very politely of course). If that does not work, then call law enforcement (I'm the same way about neighbors who have loud parties, etc...calling the cops will only make relations worse).
