The emperor, his wives, consorts, advisories, state officials and their families. servants, cooks, tailors, blacksmiths. Pretty much everyone who revolved their duties to the emperor. Anyone who took the throne as emperor was known as the Son of Heaven. The Forbidden City was built on the dedication to Heaven. It was the suspose to be looked at as Heavenn on Earth to the chinese, and the Emperor was the son, who ruled his people.
