Being friends with one person would not prevent the authorities from putting a stop to this. There are several levels of animal control, city, county and state, plus the health department for health hazards, the zoning department, the police for violations of the noise and residency laws. The regulation in our city prohibits any more than four animals in one residence. If there are children present, the child protective service can act on it.
Call the SPCA
humane society-quickly, please
go to the city Bylaw place, there's gotta be more than 1 inspector... also try the SPCA
ASPCA and if that fails...start contacting local TV stations....they love a good story...film at eleven!

You're reading I know of these people who keep 20 dogs in a small area and they tried to hide some of them by placing them in a basement and never letting them out side. The keep them for breeding, and they are freinds with the inspecter how can we find help for them?
