If you are asking why the letter keys are not in alphabetical order it is because they are laid out in a range by most frequently used and used in conjunction with one another (to be most efficient for two handed typing.) As for the other function keys - your guess is as good as mine. I gave up my old laptop because I hated where the F keys were.

They were laid out to solve the particular technical problems of a particular early model of typewriter. This tended to jam if keys were pressed in too quick succession, especially if those keys were close together. So frequently used keys were moved to weaker fingers which could not type as fast and frequently used pairs were split up. It then happened that the first person to teach himself genuine touch typing, and thus win typing contests, used this model of typewriter, which was therefore copied by others.
