I have never heard a single British person to refer to US as the colonies, unless in context of when it was colonies, but never in a modern context, ever.

It is a bit of joking condescension, usually meant in a friendly manner. Like referring to a friend as "you old bastard". Implies mostly friendship with a little rivalry.

Because as of 1783 even after winning the Revolutionary War the new country of the United States signed treaties with the UK that again placed the USA as a British colony. Probably for much the same reason that Mexico considers much of the American southwest to be 'theirs'.
