Answers are originally displayed in ratings, then reverse date, order. What "answer 7 of 9" means is that out of the nine answers the question has received, your answer came in (by rating) at number seven. Don't worry too much about it. Ratings change as others read the answers and rate them. Oh... If your answer is the only one displayed... There are TWO views... "Answer View" will only show the answer associated with the answer number (URL ends with "/A_view/<answer#>"). There will also be a "Read all answers" link at the top of the answer section. Clicking that will take you to the "Question View" (URL ends in "/q_view/<questioon#>") and display all the answers in ratings order. You can then resort those by date or reverse date, if you wish.

Be happy not to be answer 9 of 7. It happens sometimes...but that would be a glitch. There have been 9 answers, and your answer has the ranking 7 in the list. Answers are usually sorted by ratings, but you can also sort them by date. If two answers have the same rating, the last one given get higher ranking.

Anything that's new is bound to have glitches. Over a bit of time, those glitches are smoothed out. Then it's smooth sailing from then on for a REALLY good while.
