Use weights and a lot of reps (a lot). Really depends on how far you are from your goal, but it would take a lot of discipline to see serious results in a month (and probably not even healthy; gradual change is typically better than dramatic, and usually lasts longer)

I think you need cardio work-outs. Personally, I think going for sprints is effective because it works out everthing over all. And then you can do stretches and exercises like crunches/sit ups and pushups and what veritas said. It would depend on how toned you want your arms. There's also a lot of exercises you could do with dumbbells, to work out your arms, just look on-line.

Lose the body fat is the only way. 1,000,000 crunches won't do nothing but give you a poor core balance. The slight increase in muscle will be invisible under fat. Do some cardio, and stop eating crap.
