When it is ruled on by a court of law. Any act can be charged as a terrorist act, but until it is ruled such by the courts, or by Homeland Security, there is not much difference.

"Terrorism" by definition is an act intended to scare a group of people into altering their actions in favor of a group or ideal. There is nothing "random" about terrorism.

When the media and/or government portrays is as such, but in all reality all war is an act of terrorism against innocent civilians.
