I understand them doing that because if they just trim them at the fence they will have to again in just a couple of days but yes they should have asked you first.

I don't mind so much the fact that they cut them off over the fence but that they cut them raggedly meaning the branches could get rot in them and maybe borers. The guy wants to kill one of my palms and I said no I don't want it killed but would be prepared to have it moved to a different spot. We have got on quite well over the years but maybe that has changed since I didn't just say "yes, let's kill this rare palm that my mum gave me specially as a present". I will see about trimming back other plants along the fence line but grew them to have a bit of privacy.

A neighbor has the right to cut anything that is extending onto their property legally..if the branches are cut off at his property line, he was within his rights..if they are cut off 12-18 inches on to your property..that is not legal :)

In UK, you can only trim back to the fence - not into the neighbours garden. I have to do this regularly, as my neighbour unfortunately does not notice that the huge spiky branches of her hawthorn tree are hanging over my garden, and I keep getting poked in the eye when I go up to that end of the garden to my compost piles. She has also not noticed that she has huge brambles under the hawthorn, which again creeps over the fence. So, I follow the law, trim to the fence and throw the waste into her garden.

I think it is pretty nervy for them to do that. I guess they couldn't wait for you to do it and figured it was o.k. but I would be ticked off.

I believe your neighbors can legally trim any branches that are hanging over their property. If they are trimming them badly, I would ask them to talk to you before they do it the next time and you will do it for them. You might want to just do that trimming routinely BEFORE they do it themselves. They'll probaby be happy and you will too.

I must commend you on trying to get along with a neighbor who may have done something that wasn't proper and against the law. (I saw your other comment posted here) I'm sure your neighbor didn't know the palm is rare and that your mum gave it to you as a special present...and if they did know just understand that it doesn't mean to them what it means to you ;) Also it is always best to try to get along with neighbors so your comment of trimming the other plants back would go a long way to show them you do understand. I would also ask them to let me know when it needed trimming. We who are offended by something notice them very early on whereas the person who may be doing the offending tend to notice it so quickly :)
