Should jury awards to plaintiffs be capitated to reduce frivilous malpractice lawsuits for health care providers?

No. The case has been heard and the jury knows far more details about the case - including the negative effects to the parties - than does anyone drafting any single law. We have a jury system for civil lawsuits, and I don't see any particular reason to exempt a certain segment of society, or modify our system for them. I also get a bit confused as to what standards one uses to label a lawsuit "frivilous" if it convinced a jury (who has heard the facts extensively) that it wasn't.
