Less damage than I would have expected from someone who "lead" by sampling the political wind and heading in its direction. His most damaging act was signing the Republican sponsored Gramm Leach Bliley act into law. That stripped protections put in place during the Great Depression and allowed entities like today's AIG to come into existence. It created the stage for derivitave securities and credit default swaps and financial organizations too big to fail.
