First of all, stop biting them. Secondly, put a medicated chap stick on, something that helps with moisture, etc...

Don't use chapstick on your lips, at least not on a regular basis. Medicating your lips causes your own body's natural ability to moisturize them to atrophy and eventually you won't have a choice except to keep using it forever. The problem is that our lips, unique among primates, are weirdly everted. Apes' lips are internal, protected from harm and naturally moist. Our lips are inside-out, exposed to the air and harm. This trait was likely acquired for the purpose of enhanced tactile pleasure, as we are an extremely sexual species. I know it doesn't make you feel any better, but your chapped, painful lips are just the price you pay to enjoy kissing, fellatio, and cunnilingus.

Lip skins heals fast, compared to other parts of the body. But anyway, yeah, bad habit.

Depending how badly I've picked mine, it can take anywhere from a day to a week before they're back to normal. Blistex medicated ointment does wonders and helps my lips heal quickly and stay healed, it's much better than Chapstick or other lip balms I've used.
