Both, its very important to kow your town, in and out, the history, the people, you'll find yourself happier and richer in life. Also though, it is important to travel around the world, become aware of the other places and people and styles of life, again, you'll lead a richer fuller and more appreciative life of your own.

Well around a town that isn't mine would be ok. Especially if I had a handsome and friendly tour guide to lead me around to all the "hot" spots!!

Kind of depends on the mission. if i just want a loaf of bread or gallon of milk I'm not about to fly to Rome or China or somewhere far off now am I? If I want to go see far off lands that's gonna be tough just hopping on the local bus route.. ;)
