  • Report to a higher power than him, and try to make sure it is not one of his buddies beforehand. I don't know the type of place you work, but it is possible that it would be a good idea to do a bit of damage control beforehand by asking coworkers how best you should go about it (eg has management ever taken complaints less seriously if made in a certain way?) While the staring thing is your perception, I really doubt you'd be mistaken about it, and while the snooping thing is a rumor, that is enough for you to justify wanting reassurance from upper management.
  • Confront him in front of his boss about it. Do not let him get by with that.
  • You need to report this behaviour to HR. If, for whatever reason you can't do that, update the resume and start looking for a new job. Don't keep ANYTHING personal at work. Never be alone with the guy. Document everything that he does.

If you ask me you should report to his boss and mention the eeoc, friendship falls apart fast when money and prison are involved. Also don't use the business's computer for your personal email and change your password he may be looking for something to blackmail you with for sexual favors.
