  • Clinton. Balanced the budget and kept the USA out of major wars for a while.
  • Jimmy Carter,established a national energy agreement,created the Department of Education,expanded land in the National park system ,championed human rights,and involved in the Camp David agreement.
  • I'm going to argue something unheard of - I'm going to say that Richard Nixon was the most effective president since WW2. At a time when even President Eisenhower, Supreme Allied Commander, didn't have the political muscle to "castrate" McCarthy's anti-American Committee. Nixon got us off of the gold standard, allowing tremendous economic growth in the last 37 years. As a conservative republican, he started the Environmental Protection Agency! As a war-time president, he saw that Vietnam Veterans were returning to the USA drug addicted, so, he started the National Institute on Drug Abuse. He essentially ended the war in Vietnam, facing the realization that China was sending enemy troops through Cambodia, he ordered the bombing of it. He opened up China - the sleeping giant has awakened. Had he been president in 2006, he'd have simply, dishonestly, destroyed the White House tapes. He had a brilliant flair for foreign relations, upstanding Secretary Kissinger. Women's equal rights legislation and the birth control pill and abortion. While contentious, events that you'd agree represented an effective president.
