Nobody. Various people and entities have influence, but nobody's in charge. It's interesting that, after the fall of the Soviet Union (a centrally planned economy) we found out that there had been people there who genuinely believed that the U.S. had some secret organization that actually decided everything that got done in the economy. They kept trying to find those people, so they could bug them and steal their secrets, but could never find them.
