Any grain or kernel that has the elements of moisture on the inside, starch inside and a hard shell (to contain the pressure of the steam prior to the popping). This would mean most grains and some legumes could be popped. Trial and error would be the best way to discover what works best, as you really only see rice & corn on the shelves in terms of puffed cereals and popcorn.

Although technically its not a seed or a kernal, ammunition would have the same effect. Sure would be some popping going on.
