Not an expert but I think the weight and the height would both be important. If you were 6ft tall and had the weight limit you wouldn't fit well on the horse. That is my thought. +5

It seems to me that size would be irrelevant. A 6' tall jockey weighing 110 pounds is more likely to be successful than a 5' tall jockey weighing 125 lbs. Weight distribution undoubtedly has something to do with it as well. This is just my guess..I have no knowledge of jockeys or the criteria employed to decide who's viable and who just wouldn't cut it! :)

Neither weight nor size is actually required for a jockey, but the less weight the horse is carrying the faster he can run, and smaller people generally weigh less.

i think its more weight. its just easier for jockey if shorter when they race as far as their motion. the jockey for seabiscuit was "too tall" but he had the correct weight whatever that is. not 100% on it

There is no right weight or right height. You just have to be small enough to not add too much weight to the horse, but strong enough to handle a horse that size. They need to be well balanced physically so they can sit a horse well and be able to flex their knees and ride with the center of their weight not interfering with the horses' movements.
