It was around -10 degrees celsius in Aviemore in Scotland a couple of weeks ago, but I think -23 degrees celsius is the coldest, but I can't remember where, but it was somewhere in Scotland also.

I am going to agree with everyone else and say Scotland, LOL My husband and I stayed a weekend in the Scottish highlands last year, and not only was it cold but REALLY windy @_@
