NO. Basset hounds were bred for certain characteristics, which the breeders found appealing or functional. In the day of the Basset, they were used as hunting dogs and were bred for the conditions of the hunt. Not all of the characteristics of the breed were bred, but tolerated as long as the most desirable ones were stable. Since those days the breed has been maintained to the standard set for the description of that breed to maintain it for posterity. NO it is not inhumane, Basset owners love every aspect of their hound and would not have it any other way.
