Raise his legs to allow the blood to flow back to his head, pressure on the wound, saline IV if you qualified or have it and if the wound isn't internal, talk to them. It all depends on the wound or medical emergency.

Elevate the legs if injury permits, keep the victim warm and try to keep them calm. Also, if they still complain of thirst, dampen the lips with a wet choth, but do not let them have anything by mouth.
