There are several different answers to your question. The most fuel efficient car ever created is a prototype created by VW that got better than 1 Liter per 100km (235mpg). In the United States, the Honda Insight was the most fuel efficent at 60/66 until it was discontinued. The far more practical Toyota Prius is now the leader achieving 51/60.
