I think if you contact your local DMV, they will help you. But know that there are lots of very specific Federal laws on things like Lights, Airbags, etc. that will be very hard to meet. I am not sure if one is able to get some exemption for a 'home built', again, perhaps the DMV can help. I also know that if you only have 3 wheels, things are classified as a Motorcycle, and the rules are much less.
