The increases are needed to make up for lost revenue and to help the agency become "the immigration service of the 21st century," he said. "We need to grow. We need to strengthen. It can also be used as a sort of 'pre-screening' measure. If the price keeps going up, poor people are less likely to pay it (voluntarily not paying or unable to), and therefore more people with more wealth come into the country.
