Something that's materially challenging and requires a lot more finesse than power.
A similar challenge would be trying to nail a saltine cracker to a wall.

some really high people sitting around and coming up with stuff to sound clever?
Trying to pin down a politician and make him actually commit to something substantive.
Arguing with a stubborn person.
