Because so much more of that money is usually spent on other thing like teacher and staff salaries, building improvements, transportation, special projects, etc. before it actually reaches the classrooms.

With the way things work with lending money from the government (USA) to the heads of states dont be to sure it is ever reaching the necessary people to whom it is intended to help!

The money is spent on the wrong things. Increasing teacher salaries is not necessarily the solution. The problem is that many of the teachers are not qualified. Many are either poor spellers, poor at math, poor at science, have little knowledge of history, etc. And the teachers that go back to college and get a Masters degree get paid significantly more yet teach the same material the same way as the teachers with Bachelors degrees. What needs to happen is the teachers get tested and pass a proficiency test every 2 or 3 years. Those with the highest scores should get the higher salaries. I find that the teachers with the most experience are the ones complacent with their jobs and do not try to improve themselves or the cirriculum yet are paid the most. And FYI, my wife is a teacher and does fall within many of my gripes listed above.

cause the majority of that money that went to my school got spent on a new cafetiria, which wasnt neccesary

schools don't fail just b/c of the abundance of money. it's the lack of competition for the money, creating a spoiled system that no longer cares wether they succeed or not.
