It is another set of eyes set high on the head so they can see further.

They are just remnants of the evolutionary process. As the giraffes kept growing taller than rest of the animals their horns kept loosing their use as fight weapons. Nature eliminates less useful items while promoting the evolution of more useful characteristics - the length of the neck in giraffe's case.
