Yes you can But i have an old tongue piercing and I haven't worn it in 9 years and it still hasn't closed!

yea you can get it repierced, but piercing scar tissue hurts more then just normal skin/tongue.

Yes you can, I just got it done yesterday, it depends how it healed and how it was done the first time to whether they'll re-do it in the exact same spot or not. Also, they'll usually ask you how long it's been closed for, and the general rule is it has to have been closed for at least a year before most piercers will be happy to re-pierce it. it didn't hurt any more for me...in fact it hurt abit less afterwards, and has swollen less. Hope this helps.
