    Of course not. Our federal government has a history of ear marks and pork barrel spending. Even in this failing economy there are still idiot mayors and governors that are requesting money stupid projects. Two that come to mind are a water park in miami and an outdoor ice skating park in Vermont. If this is responsible spending then the Governor of Arizona needs heaters in the middle of the summer.
