What is the proper hierarchy for introducing local government officials? Mayor first? City Council first? Congressman first?

I would think it goes from the top down. The wider the area of governorship, the higher in ranking. You would start with the President, the Congress, Senators, Governors, Mayors, Council Members, School Board Trustees, Chairman and work down from there.
