Who's got teeny tiny boobs? Underage girls, or bulimic women. Neither of which appeal to most dudes. As a secondary sexual characteristic they indicate that a woman has A) passed puberty and B) has had a good diet, both of which indicate that subliminally at least- she's gonna be a good healthy mother. And women also get bigger boobs after a pregnancy- which also indicates that the female in question has simulated being fertile as well.
