If someone is working as a salaried (exempt) employee, and, because of doctor's appointments, or whatever, only completes 37 hours of work one week, does the employer have the right, legally speaking, to dock 3 hours of vacation leave from that employee?

Sounds crazy to me. I'd ask to see documentation in writing where they are able to do that. But in this day and age rocking the boat over 3 hours of vacation may not be worthy sacrificing your job for.

Well, suppose the employee was working every day a regular 8 hour day, but one day the employee had to leave a few hours early.
