Water is far more important than oil and almost as scarce. Moreover everyone NEEDS water, everyone WANTS oil.

You bet on it. Water is getting more and more in short supply, clear water is getting more expensive as the filtering and purification is getting more difficult. Water could become the next generations oil. A thirsty man, like a hungry man, can easily become a dangerous man.
