Legal, perhaps, but maybe you should make sure the person is intentionally causing harm before you decide to be judge , jury, and executioner. The person whom you are wishing to be put under surveillance may have other reasons for his or her suspicions actions. Just because they do it on TV does not make it OK. Those people sign contracts and releases.
In most states, yes. Every state has different laws about who needs to consent to being recored. However, those laws only come into play when you have an expectation of privacy. There are only rare circumstances where you will have an expectancy of privacy in the workplace.
