If I knew him well enough, I'd tell him he's in the wrong field. Any career in technology is going to be constant change, and require constant education of those changes if you plan to be competitive.

Find a new job/career. What you are doing today was obsolete yesterday.

That co-worker can have the career but not the knowledge to know that change is essential for the business. Just ignore the person and think he knows no better.

I thought a lot of changes would be normal in a career dealing with computers, technology is always updated.

I don't know if I'd say anything. Some people are never happy or satisfied with anything. If these processes were never changed, they might complain about that, too. If someone points out the flaw in their logic (since technology does change constantly and keeping up with the times is crucial to survive, especially in today's society), then they might get upset and take out their frustrations on you. So, in this case, I'd just nod, smile, and say, "That sucks. Sorry to hear about that." and go about my day.

hard to imagine someone in the computer field is not used to change on a daily basis ---- i'd tell the person to read the unemployment news and see there is 10,000 people to take his job in a second, and probably more qualified
