That depends on the state and sometimes even the county that you are in ... You need to call the local Child Protective Sercvices or whatever it is called in your area and ask them ...

I am not sure that it is illegal but I certainly would check into it and I would be very concerned if I were a parent. To me that is too many kids per adult ratio. I know you must work very hard and it seems to me with that many children, your employer should be able to hire an assistant. I think there should definitely be at least two adults with 23 pre-schoolers. They may be taking advantage of you.

I don't know what the law in LA is, but in Indiana it is 1 adult per 5 children!! I would never leave my child in the care of 1 adult per 24 children, that is ridiculous!
