Is it ever legal to slip flyers or promotional materials inside books? And is there a difference between doing this in a bookstore versus a library?

other than it is an invasion of my privacy and kind of an asshole sort of thing to do. Why would you want to do it? Flyers today. Razor blades tomorrow? Grow up

I'm tempted to think that's it's illegal (not 100% sure) because you would probably see a lot of small business people doing it if there was nothing wrong with it. I would like someone who is knowledgeable about the law to confirm this for me. I am aware that you can't place visible ads on store-owned (or public) property without permission but am not sure if the same law applies to this.
