That quote would be talking about peoples mentality. You see, there is risk everywhere, even crossing the road. If you choose to not let the risk stop you, its not actually safer, but it feels safer.

I believe if you know better and then put yourself in the situation then you have an issue and at the same time bad things happen to good people and visversa - So just use common sense if at all possible
